The code enforcement officer is designated as the officer of the town who is responsible for enforcing the following ordinances of the town: building code, plumbing code, electrical code, and zoning ordinance. The code enforcement officer is specifically authorized to:
(1)
Investigate allegations of violations of these codes;
(2)
Issue citations for violations of these codes when he observes an offense or reasonably believes that an offense has occurred;
(3)
Determine that a violation has or may have occurred, but that measures such as a warning letter or notification are more appropriate than the issuance of a citation; or
(4)
Appear as witness in the prosecution of code violations.
