No person using electrical power as a consumer and no person
having contracted or subcontracted to install metal siding shall begin
any electrical installation or metal siding installation or begin
any work of installing, erecting or altering material, wiring fixtures
or any other apparatus to be used for the utilization of electricity
for light, heat or power in or on any building or premises in the
city without first securing a permit therefor from the office of the
electrical inspector; provided, however, no permit shall be required
for minor electrical work such as repairing flush and tumbler switches,
replacing fuses, changing lamp sockets and receptacles; and provided
further, this section shall not apply to maintenance and repairs on
the premises of a person regularly employing a qualified maintenance
electrician for that purpose.

Homeowners and holders of certificates of qualification shall
make application for a permit to the electrical inspector, upon proper
application for a permit; and, after payment of required inspection
fees, the electrical inspector or his representative shall issue the
applicant a permit for the proposed work.

If by reason of faulty work, negligence or omission or for any other reason a subsequent inspection must be made in excess of the rough-in and final inspection hereinabove provided for, a charge for each reinspection shall be as set forth in section
A3.04.104 of the fee schedule in appendix
A to this code.

Permit holders whose installations are ready for inspection
shall allow the office of the electrical inspector twenty-four (24)
hours after notice, Sundays and holidays excluded, before proceeding
with the installations.
