It is unlawful for any person to own, keep, or harbor more than six (6) dogs or cats or any combination thereof, over six (6) months old, within the city except that this provision shall not apply to proprietors of animal hospitals, pet stores, and veterinarians when such animals are kept upon premises of such animal hospital, pet stores, and veterinarians in the normal course of business.
