Before any person shall be issued a building permit for new
construction or for additions to existing structures, or for moving
into the city and placing upon any lot or parcel of land any completed
or partially completed structure, applicant for permit shall first
agree to install sanitary sewer facilities and to remove all existing
privies located on the lot or parcel of land on which construction
or addition is to be placed, and such agreement shall be made a part
of and a requirement for the issuance of such building permit.

In those areas of the city where city sewer lines do not exist,
all water closets and other such sewerage as may come from any residence,
place of business or industry shall be connected to a septic tank
system constructed and maintained in conformity with the specifications
of the State of Texas Department of Health Resources.

It shall be unlawful for any person to build or maintain any
privy vault above or below the ground within the city on any lot or
parcel of land.
