No landlord shall include a statement in any rental agreement
or allow a tenant to orally agree that the rental unit intended to
be occupied by the tenant shall not be subject to this chapter, nor
shall any tenant be able to waive the applicability of the terms and
conditions of this chapter.
This chapter, being instituted for the welfare of the Borough
and its inhabitants, shall be liberally interpreted in accordance
with its purposes.
This chapter shall be known as and may be cited as "The Rent
Control Ordinance."
