Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this Part for any person to park a vehicle or allow it to remain parked otherwise.

1. 
It shall be unlawful for any person to park any of the following defined vehicles on any street, except in accordance with the provisions of Subsections 2 and 3 of this Section:
FULL TRAILER
A trailer so constructed that no part of its weight rests upon the towing vehicle. A "semi-trailer" attached to a towing vehicle by means of any auxiliary front axle or dolly shall be deemed to be a full trailer.
MOTOR HOME
A motor vehicle designed or adapted for use mobile dwelling or office, except a motor vehicle equipped with a truck camper.
TRAILER
A vehicle designed to be towed by a motor vehicle.
TRUCK
A motor vehicle designed, used or maintained primarily for the transportation of property.
TRUCK CAMPER
A structure designed, used or maintained primarily to be loaded or affixed to a motor vehicle to provide a mobile dwelling, sleeping place, office or commercial space.
TRUCK TRACTOR
A motor vehicle designed, used or maintained primarily for the transportation of property.
2. 
Parking on Streets.
A. 
Any full trailer, motor home or truck camper may park on any street for a period of 72 consecutive hours. Such parking shall be for the purpose of convenient departure from or return to a location within the Borough, which shall in no event extend beyond a single seventy-two-hour period.
B. 
Any trailer, truck or truck tractor which shall have a registered gross or combination weight class 5 or higher (as defined in the Pennsylvania Vehicle Code, 75 Pa.C.S.A. § 1916(a)), may not park on any street between the hours of 11:00 p.m. and 6:00 a.m., if the engine of the truck; truck tractor or any accessory engine located on the trailer or tractor is in operation.
3. 
Occupation of Vehicles. Any full trailer, motor home or truck camper parked in accordance with Subsection 2A, above may not be utilized for the purpose of human habitation at any time while so parked. Such habitation shall be defined to include preparing, serving and consuming food and food products, use as sleeping accommodations, rest facilities, sanitation facilities or any other use, either temporary or permanent, which can be construed as for the purpose of habitation. This definition is understood to be inclusive rather than exclusive, and shall be given the broadest construction necessary to protect the health and welfare of the citizens of the Borough.

1. 
Blocking or Saving of Parking Spaces Prohibited without a Permit. No person shall use any object, including, but not limited to, cones, garbage cans, chairs, rope, signs, or similar devices to block or reserve on-street parking spaces at metered and non-metered locations in the Borough of Nazareth in order to prevent or restrict parking in those spaces, or for any other purpose, without first obtaining a permit from the Borough of Nazareth.
2. 
Authorization. Nazareth Borough Council authorizes the Nazareth Police Department, to issue Reserved Parking Permits (signs) to allow temporary reserved on-street parking at non-metered locations. A Reserved Parking Permit may be issued to facilitate moving of furniture, materials, machinery, or equipment in support of building construction or remodeling, moving in and out of a residence, placement of a dumpster on the street, or any similar activity.
3. 
Definitions.
ABUSE
Any failure to follow the conditions of this ordinance, the rules of application, alteration of a Reserved Parking Permit, or failure to take appropriate action in removal or posting.
ACTIVE AND ONGOING
The underlying activity precipitating the need for the Reserved Parking Permit must actively continue on an ongoing basis in order to justify the reserved parking space.

Including, but not limited to, building construction or remodeling, moving in and out of a residence, placement of a dumpster on the street, or any similar activity.
RESERVED PARKING PERMIT
A physical issuance of an official reserved parking sign issued and recorded by the Nazareth Police Department which grants the holder the exclusive right to utilize a Reserved Parking Space for a designated period of time.
RESERVED PARKING SPACE
A reserved on-street parking area parallel to the curb, or property line if no curb exists, in a length not to exceed 24 feet.
4. 
Procedure.
A. 
Any individual or entity who can demonstrate a reasonable need for a Reserved Parking Permit is eligible to file an application with the Nazareth Borough Police Department.
B. 
Applications for a Reserved Parking Permit must be submitted with the Nazareth Borough Police Department a minimum of 48 hours prior to the requested start time of the reserved parking.
C. 
Applicants must appear in person at the Nazareth Borough Police Department to complete an application stating their contact information, the proposed location for the Reserved Parking Space, the reason for the reserved parking request, and the duration of time the reserved parking is needed.
D. 
A designated member of the Nazareth Borough Police Department will review the application and the proposed physical location of the Reserved Parking Space for potential safety hazards and if appropriate issue a Reserved Parking Permit. No permit will be issued if it is determined by the Nazareth Police Department that the issuance poses any risk to the health, safety, or welfare of the community.
E. 
Reserved Parking Permits will be issued for a maximum of five days and valid Monday through Friday 8:00 a.m. to 4:00 p.m. Requests for overnight or weekend reserved parking will be considered on a case-by-case basis by the Chief of Police or other Borough designee. A Reserved Parking Permit may be issued for more than the five-day period by the Chief of Police or other Borough designee if the applicant demonstrates a special need for the Reserved Parking Space for a longer duration, such as extended construction or remodeling; however, the Activity must still meet the definition of “active and ongoing” stated above.
F. 
Any permit request for a duration longer than 30 days requires approval of Borough Council.
G. 
The permit holder is responsible for posting the Reserved Parking Permit in a location that is clearly observable to motor vehicle drivers and pedestrians. If there are no poles, trees, or other existing mounting locations, the permit holder is responsible for creating a standard to mount the Reserved Parking Permit as required. The created standard cannot obstruct pedestrian traffic on a sidewalk or normal pathway of a location that does not have a formal sidewalk.
H. 
After receipt of a Reserved Parking Permit, any object placed in or near the reserved area by the permit holder shall have a reflective material surface visible to oncoming traffic. If the object has no reflective surface, then reflective traffic devices such as barricades or cones, shall be placed on either side of the object, on the street side.
I. 
Reserved Parking Permits shall be promptly removed by the permit holder at the end of the permit period or when the activity that necessitated the Reserved Parking Space is completed. Expired or altered Reserved Parking Permits shall not be posted or publicly displayed.
5. 
Fee. The fee for a Reserved Parking Permit in metered and non-metered locations shall be established by a separate resolution of the Borough Council.
6. 
Revocation.
A. 
Any Abuse, as defined above, of a Reserved Parking Permit is grounds for immediate revocation and physical removal of the permit by the police department.
B. 
If during the permit period it is observed that a permit holder is no longer conducting Active and Ongoing activity to justify the issuance of a Reserved Parking Permit, e.g. there are no visible signs of activity, no construction or support vehicles parked there, or no evidence of activity for more than two days, the Nazareth Police department shall revoke and physically remove the Reserved Parking Permit.
7. 
Miscellaneous Provisions.
A. 
The Reserved Parking Permit is for non-metered locations is for a specific twenty-four-foot area and cannot be shifted to different locations. A Reserved Parking Permit for a metered location shall be designated by the established street lined/painted space and meter locations. A separate application must be submitted for each Reserved Parking Space requested. Applicants are permitted to request multiple Reserved Parking Spaces if a reasonable need for multiple spaces is evident.
B. 
No equipment, machinery, vehicles or other objects shall project from the Reserved Parking Space into the roadway or traffic way while parked or in operation.
C. 
The Nazareth Borough Police Department and the Nazareth Borough Council reserves the right to deny any request for a Reserved Parking Permit for any reason.
8. 
Penalties for Violations. Any individual or entity convicted for violation of any provisions or requirements of this Section shall be sentenced to a fine of $25, plus costs for each violation.

No person shall park a vehicle upon any street for any of the following purposes:
A. 
Displaying the same for sale; or
B. 
Greasing or repairing.

1. 
It shall be unlawful for persons operating a motor vehicle in or upon the streets or private properties in the Borough of Nazareth to commit any parking violation of the Motor Vehicle Code of the Commonwealth of Pennsylvania, including but not limited to the following infractions enumerated below.
A. 
Park, stop, or stand outside of designated parking areas, including but not limited to: on a sidewalk, on a curb, within 15 feet (or the current Commonwealth parking distance limit) of a fire hydrant; within 20 feet (or the current Commonwealth distance limit) from a crosswalk at an intersection; within 30 feet (or the current Commonwealth designated distance limit) of a stop sign; park more than 12 inches from the curb (or the current Commonwealth parking distance limit); parked against traffic; within an intersection or crosswalk;

B. 
Operate a vehicle and stop, stand or park said vehicle in any place marked as a passenger or loading zone, other than for expeditious loading or unloading of passengers, or for the unloading and delivery or pick up and loading of materials.
C. 
Operate a vehicle and stop, stand or park in front of a public or private driveway.
D. 
Operate a vehicle and stop, stand or park such vehicle upon any roadway or in any parking area in such manner as to form an obstruction to traffic thereon or to block the exit or removal of another vehicle, including but not limited to double parking; parking in a fashion which creates a risk of damage or harm to other vehicles or drivers; parking in a fashion which disrupts access of emergency vehicles to a designated area.
E. 
Park a vehicle within 50 feet of the nearest rail of a railroad crossing.
F. 
Park, stop, or stand a vehicle in violation of any posted official sign designating location and/or time.
G. 
Park within 20 feet of the driveway entrance to any fire station or, when properly posted, on the side of a street opposite the entrance to any fire station within 75 feet of the entrance.
H. 
Park or leave unattended a vehicle on private property without the consent of the owner or other person in control or possession of the property except in the case of emergency or disablement of the vehicle, in which case the operator shall arrange for the removal of the vehicle as soon as possible.
(1) 
The provisions of this subsection shall not apply to private parking lots unless such lots are posted to notify the public of any parking restrictions and the operator of the vehicle violates such posted restrictions. For the purposes of this section "private parking lot" means a parking lot open to the public or used for parking without charge; or a parking lot used for parking with charge.
(2) 
Property owner may remove vehicle. The owner or other person in charge or possession of any property on which a vehicle is parked or left unattended in violation of the provisions of Subsection 1A may remove or have removed the vehicle at the reasonable expense of the owner of the vehicle. Such person who removes or has removed a vehicle left parked or unattended in violation of the provisions of Subsection 1A shall have a lien against the owner of the vehicle in the amount of the reasonable value of the costs of removing the vehicle plus the costs of storage.
I. 
Operate and/or park a vehicle which does not hold a current Pennsylvania vehicle registration or display a currently valid certificate of inspection.
J. 
Operate and park a vehicle in such a manner as to take up more than one designated parking spot.
K. 
Operate a vehicle and stop, stand or park said vehicle on any street, which:
(1) 
Does not display a current plate; or
(2) 
Does not display a current inspection sticker.
L. 
Except for persons parking vehicles lawfully bearing a person with a disability or severely disabled veteran registration plate, or displaying a person with a disability or severely disable veteran parking placard, when such vehicles are being operated by or for the transportation of the person with a disability or a severely disabled veteran, no person shall park a vehicle on public or private property reserved for a person with a disability or severely disabled veteran, which property has been so posted in accordance with Pennsylvania Department of Transportation regulations.

1. 
No person shall park an oversized vehicle on any street. “Oversized” shall mean any motor vehicle exceeding seven feet in width or 10 feet in height, excluding busses. This section shall not apply to any vehicle loading or unloading.
2. 
No person shall park an unattached trailer on any street. “Unattached Trailer” shall mean a trailer, not self-propelled, which is not attached to a motor vehicle.

1. 
Findings and Purpose. The Borough of Nazareth finds that:
A. 
Certain residential areas in the Borough are subject to commuter vehicle parking, therefore, depriving the residents of those areas of spaces in which to park their own vehicles;
B. 
Those residential streets are also subjected to a high decree of commuter traffic which substantially reduces the quality of the ambient air level; and
C. 
The establishment of a parking permit program for certain affected areas should facilitate efficient movement of traffic by providing for parking preference during certain hours of the day and days of the week. Therefore, the Borough considers it to be in the interest of the people of the Borough to provide for the establishment of a residential permit-parking program to insure primary access to available parking spaces by neighborhood residents and also to provide a cleaner ambient air level.
2. 
Definitions: For the purpose of this Section, words and terms listed in this subsection, as follows, shall have the following meanings:
COMMUTER VEHICLE
A motor vehicle parked in a residential area by a person not a resident of that residential area;
PROPRIETOR
A person who owns or leases real estate within a residential area of which he is not a resident, but who owns or manages a business enterprise or professional office maintained at that address; for the purpose of this Section, a proprietor shall be entitled to one parking permit for that business or professional office address;
RESIDENT
A person who owns or leases real property within a residential area and who maintains either a voting residence, or bonafide occupancy, or both, at that address;
RESIDENTIAL AREA
A contiguous area containing public highways or parts of public highways primarily abutted by residential property or residential and non-business property (such as schools, parks, places of worship, hospitals and nursing homes).
3. 
Criteria: The residential areas designated in Subsection 4 of this Section are those deemed impacted and hence eligible for residential parking on the basis of the following criteria:
A. 
During any period between the hours of 7:00 a.m. and 6:30 p.m., Monday through Saturday, except legal holidays, the number of vehicles parked (or standing), legally or illegally, on the streets in the area is equal to 70% or more of the legal, on street parking capacity of the area. For the purpose of this criterion, a legal parking space shall be 20 linear feet
B. 
During the same period as specified in Subsection 3A, directly above, 10% or more of the vehicles parked (or standing) on the streets in the area are not registered in the name of a person residing in the area. For the purpose of this criterion, the latest available information from the Bureau of Motor Vehicles and Licensing of the Pennsylvania Department of Transportation regarding registration of motor vehicles shall be used.
Provided: in determining that a specific area identified as impacted and eligible for residential permit parking is designated as a residential permit parking area, the following factors are taken into consideration:
(1) 
The local and metropolitan needs with respect to clean air and environment;
(2) 
The possibility of a reduction in total vehicle miles driven in the Borough of Nazareth;
(3) 
The likelihood of alleviating traffic congestion, illegal parking and related health and safety hazards;
(4) 
The proximity of public transportation to the residential area;
(5) 
The desire and need of the residents for residential permit parking and their willingness to bear the administrative costs in connection with it; and
(6) 
The need for parking in excess of the residential permit parking program in proximity to establishments located in the residential permit parking area and used by the general public for religious, health or educational purposes.
4. 
Designation of residential permit parking areas: The following are designated as residential permit parking areas:

Signs shall be erected along the streets in each residential permit parking area, indicating the days; hours, locations and condition under which parking shall be by permit only.
5. 
Application for permit: Application for a residential parking permit shall be made to the Chief of Police by the person desiring the permit, who shall be only the owner or the driver of a motor vehicle who resides on or is a proprietor of property immediately adjacent to a street or other location within a residential parking permit area. A separate application shall be required for each motor vehicle, and each application shall be accompanied by a permit fee, set pursuant to a resolution of the Borough Council, which shall be for the use of the Borough, to be applied to the cost of administering the residential permit-parking program. Each application shall contain the following information: the name of the owner or the driver, as the case may be, of the motor vehicle; the address of the resident or the proprietor, as the case may be; the make, model and registration number of the motor vehicle; and the driver number as taken from the applicant's current driver's license. At the discretion of the Chief of Police, the applicant shall be required, at the time of making application, to present his driver's license and the vehicle registration card.
6. 
Issuance of permit: Upon receipt of the application and the permit fee, and determination by him that the information upon the application shows that the applicant is entitled to a residential parking permit, the Chief of Police shall issue to the applicant a residential parking permit, which shall be valid for the remainder of the calendar year. The permit shall display the serial and registration numbers of the motor vehicles, the residential parking area number, and the expiration date. The permit shall be renewable annually before the expiration date upon making application for renewal and payment of the permit fee. It shall be unlawful and a violation of this Section for any person to display other than the current and valid permit while standing or parking in a residential permit parking area at any time when those permits are to be displayed.
7. 
Temporary and exemption parking permits: Temporary parking permits may be issued by the Chief of Police, upon payment of a fee established pursuant to a Resolution, to bona fide visitors of residents of a designated residential permit parking area, and exemption parking permits may be issued, without payment of a fee, to handicapped persons.
8. 
Responsibility of permit holder:
A. 
Notwithstanding any provision of this Section to the contrary, the holder of a residential parking permit shall be permitted to stand or park a motor vehicle operated by him in any designated residential parking area during those times when parking of motor vehicles is permitted in that area. While a vehicle for which a residential parking permit has been issued is so parked, that permit shall be displayed so as to be clearly visible through the windshield of the vehicle. A residential parking permit shall not guarantee or reserve to the holder a parking space within a designated residential permit parking area.
B. 
A residential parking permit shall not authorize its holder to stand or park a motor vehicle in any place where or at any time when stopping, standing or parking of motor vehicles is prohibited or set aside for other specified types of vehicles, nor shall the permit exempt its holder from the observance of any traffic or parking regulation other than residential permit parking regulation or restriction.
C. 
No person other than the permit holder whose name appears on the permit shall use a residential parking permit or display it on a vehicle operated; any such use or display by a person other than the permit holder shall constitute a violation of this Section by the permit holder and by the person who so used or displayed the parking permit.
D. 
It shall constitute a violation of this Section for any person falsely to represent himself as eligible for a residential parking permit or to furnish false information in an application to the Chief of Police in order to obtain a residential parking permit.
9. 
Revocation of permits. The Chief of Police shall have authority to revoke the residential parking permit of any permit holder found to be in violation of any provision of this Section. Upon written notification to him of the revocation, the permit holder shall surrender the permit to the Chief of Police. Failure to do so, when so requested, shall constitute a violation of this Section. Provided: any person receiving such a notice may, within 10 days after the date of the notice, appeal to Borough Council for a hearing on the revocation, and the decision of Borough Council shall be final.

1. 
Purpose. The Council for the Borough of Nazareth ("Council") deems it to be in the interest of the citizens of the Borough of Nazareth ("Borough") to enact this Disabled Parking Ordinance to ensure that persons with disabilities and severely disabled veterans residing within the Borough have access to a parking space in closest proximity to their residence as traffic and parking considerations in their neighborhood will allow. The powers and duties as contained in this Ordinance are enacted for the maintenance of the public safety and welfare of the citizens of the Borough.
2. 
General Guidelines.
A. 
Council is authorized to make all determinations with respect to establishment, continuation and removal of parking spaces for persons with a disability and for severely disabled veterans (collectively "disabled parking spaces"). This authority is applicable to preexisting disabled parking spaces, their continuation and removal, notwithstanding that such spaces were previously established and authorized.
B. 
It is not the obligation of the Borough to provide off-street or on-street private parking for disabled or non-disabled residents of the Borough. Owners of apartment buildings shall make every effort to establish off-street parking for their tenants.
C. 
All persons requesting a disabled parking space must submit a completed application to the Borough which will be reviewed by the Chief of Police, or a designee of the Chief of Police, prior to Council approval.
D. 
All approvals for disabled parking spaces must be renewed on an annual basis to assure that the need for the parking space continues to exist.
E. 
All existing parking restrictions, such as street-sweeper, snow emergency routes, school zones, shall apply and be obeyed.
3. 
Criteria.
A. 
The applicant requesting the disabled parking space must reside at the address and own or co-own a vehicle that has a disability registration plate or a severely disabled veteran registration plate under the regulations of the Pennsylvania Department of Transportation.
B. 
An applicant that possesses only a Person with a Disability placard, a Severely Disabled Veteran placard, or a Temporary parking placard shall not qualify for consideration for a disabled parking space.
C. 
The applicant may only request one disabled parking space for a vehicle with a gross vehicle weight not to exceed 6,000 pounds.
D. 
No disabled parking space shall be granted where adequate, disabled-accessible off-street parking is available to the applicant, including, but not limited to, a driveway or garage.
4. 
Location of disabled parking spaces.
A. 
The Council shall solely determine the particular location of the disabled parking space within the street, and shall have the appropriate signs or street or curb marking established accordingly. Council may consult with the Chief of Police and/or the Director of Public Works when making its determination.
B. 
No disabled parking space shall be allowed along a street or portion thereof where parking is prohibited, or which is of an insufficient width, or where the physical conditions of the street or traffic conditions would make it unsafe for a disabled parking space for access and use by a disabled person.
C. 
A disabled parking space will only be allowed if parking is permitted in the front of or on the side of the residence.
D. 
The discretion of the Borough to establish disabled parking areas at other locations where the Council deems appropriate or to continue preexisting disabled parking spaces is not limited hereby.
5. 
Application and Fee.
A. 
Applicants must submit a completed application form along with any supporting documentation and the required application fee to the Borough.
B. 
Application forms shall be provided by the Borough and shall be substantially in the form as set forth in Exhibit A.
C. 
All fees or costs associated with this Ordinance shall be used to cover the Borough's actual costs for administering this Ordinance.
D. 
Application fee shall be established by resolution of the Council.
E. 
Application fee shall be refunded to Applicant if request for disabled parking space is not approved by Council.
F. 
Upon receipt by the Borough, applications shall be forwarded to the Chief of Police for review according to the guidelines and criteria of this Ordinance.
G. 
The Chief of Police shall provide Council with a recommendation regarding each application after review of the application, supporting documentation and the general parking conditions at the applicant’s residence.
H. 
Council shall make the final decision whether to approve a disabled parking space.
I. 
An incomplete application form or failure to provide all necessary supporting documentation may result in rejection of the request.
6. 
Renewal.
A. 
All disabled parking spaces permitted prior to the effective date of this ordinance must be renewed by submitting an application and the renewal fee to the Borough by June 1, 2015.
B. 
Each approved application for a disabled parking space that is provided by Council after the effective date of this Ordinance shall be renewed annually by submission of a completed application and renewal fee to the Borough in accordance with Subsection 7 of this Ordinance.
C. 
Annual applications for renewal shall be submitted to the Borough on or before June 1 of each year.
D. 
Application renewal fees shall be established by resolution of the Council.
E. 
In making the final determination regarding the renewal of a previously permitted disabled parking space, the Council shall apply the criteria contained in this policy for a new application request.
7. 
Revocation of Space and Violations.
A. 
The Council reserves the right to revoke and/or deny any disabled parking space at any time for any reason.
B. 
The disabled parking space shall be removed if there is a change in the circumstances or conditions, such as moving to another location, such that the disabled parking space shall no longer be necessary or otherwise appropriate under the criteria referred to herein.
C. 
Upon the death of a person to whom a disabled parking space application has been approved under this Ordinance, the disabled parking space shall be void 30 days after the death and revoked by Council by resolution as of said date.
8. 
General Provisions.
A. 
Any disabled parking space created is available for use by any vehicle displaying a valid disability registration plate.
B. 
Any person violating the provisions of this section shall be deemed guilty of a summary offense and punished by a fine of not more than $600, plus costs of prosecution.
C. 
Any vehicle found to be in violation of the provisions of this section shall, upon the direction of any police officer of the Borough, be towed at the owner’s sole cost and expense.
D. 
Anyone aggrieved by the determination of Council may request reconsideration by filing said request within 15 business days of Council’s decision with the Borough Council’s Law Committee for review.

The permit shall display the license plate number of the motor vehicle, designate the assigned space and the expiration date. The permit shall be renewable before the expiration date upon making application for renewal and payment of the permit fee. It shall be unlawful and a violation of this Section for any person to display other than the current and valid permit while parking in a permit parking area at any time.
5. 
Temporary and Exemption Parking Permits. Temporary parking permits may be issued by the Chief of Police, upon payment of a fee established pursuant to a Resolution, to bona fide visitors if approved by the Borough Council.
6. 
Penalties.
A. 
Any person parked in a permit parking area who does not possess a parking permit shall be subject to a fine of $25 for each violation. In addition, whenever any police officer finds any vehicle in violation of this Section, the officer may cause the vehicle to be removed to a place designated by the Council for the temporary parking and storage of vehicles unlawfully parked in the permit parking area.
(1) 
The police officer may cause the vehicle to be removed by the operator of a towing service approved by the Council of the Borough of Nazareth.
(2) 
The police officer shall send a notice by certified mail to the last registered owner of the vehicle informing the owner that the vehicle has been removed; and that the vehicle may be reclaimed from the area designated for its storage, subject to payment of costs.
(3) 
The Borough of Nazareth shall have a lien placed against the owner of the vehicle in the amount of the reasonable value of the costs of removing and storing the vehicle.
(4) 
Rates to be charged for the removal and storage of vehicles by the authorized towing service shall be set by Council of the Borough of Nazareth by resolution.
(5) 
Prior to reclaiming possession of the vehicle, the owner must pay to the Borough the sum determined to be due as provided in Subsection 6A(4) above.
B. 
Any person who shall hold over the leased parking space beyond the term of his or her lease, shall be subject to a penalty of $5 per day.

1. 
It shall be the duty of the police officers and parking enforcement personnel of the Borough, acting in accordance with the directions of the Chief of Police, to report:
A. 
The vehicles parked in violation of any provision of this Part or the Pennsylvania Motor Vehicle Code;
B. 
The date and hour of the violation;
C. 
The license number of the vehicle;
D. 
Any other facts, the knowledge or which is necessary for a thorough understanding of the circumstances attending the violation.
2. 
The police officer or parking enforcement officer making the report shall also place on or attach to the vehicle a notice to the owner or driver of the vehicle that the vehicle was parked in violation and instructing the owner or driver that he will report to the office of the Chief of Police and pay, for the use of the Borough, the sums provided on the face of the notice in the form approved by the Council of the Borough of Nazareth by Resolution. The notice shall provide time limits for payments of fines which shall escalate for failure to pay timely.

1. 
Any person who violates any provision of this Part, with the exception of § 15-414, and who fails to pay the fine set forth in § 15-509, shall be cited within 20 days of the violation and upon conviction be sentenced to pay a fine of not more than $100 and costs.
2. 
Any person who violates any provision of § 15-414 of this Part shall, upon conviction, be sentenced to pay a fine of not more than $600 and costs, and, in default of payment of fine and costs, to imprisonment for not more than 30 days.
