In order to facilitate the movement of traffic and to combat the hazards of snow and ice on the snow emergency routes named in § 15-603 of this Part, the Mayor, in his discretion, may declare a snow and ice emergency (designated in this Part as a “snow emergency”). Information on the existence of a snow emergency shall be given by the Borough of Nazareth through radio, newspaper or other available media, and information on the termination of the emergency may be given by use of the same media.

1. 
After any snow emergency is declared, it shall be unlawful, at any time during the continuance of the emergency, for any person:
A. 
To park a motor vehicle or to allow that vehicle to remain parked anywhere on any snow emergency route designated in § 15-603 of this Part; or
B. 
To drive any motor vehicle on any such snow emergency route, unless that vehicle is equipped with snow tires or chains.

1. 
Whenever any police officer finds any vehicle in violation of § 15-602 of this Part 6 (relating to parking a motor vehicle on any snow emergency route), the officer may cause the vehicle to be removed to a place designated by the Council for the temporary parking and storage of vehicles unlawfully parked on a snow emergency route.
A. 
The police officer may cause the vehicle to be removed by the operator of a towing service approved by the Council of the Borough of Nazareth.
B. 
The police officer shall send a notice by certified mail to the last registered owner of the vehicle informing the owner that the vehicle has been removed; and that the vehicle may be reclaimed from the area designated for its storage, subject to payment of costs.
C. 
The Borough of Nazareth shall have a lien placed against the owner of the vehicle in the amount of the reasonable value of the costs of removing and storing the vehicle.
D. 
Rates to be charged for the removal and storage of vehicles by the authorized towing service shall be set by Council of the Borough of Nazareth by resolution.
E. 
Prior to reclaiming possession of the vehicle, the owner must pay to the Borough the sum determined to be due as provided in Subsection 1D above.
