There shall be a city secretary, as provided by the charter, section
2-6. Before entering upon the duties of his office, he shall execute a bond with a good and sufficient corporate surety in an amount to be set and approved by the city council, payable to the city, conditioned that he will faithfully discharge all his duties as city secretary.

(a) To attend council meetings; to keep minutes of council meetings.
The city secretary shall be the clerical officer of the council, as provided by the charter, section
2-6. He shall attend meetings of the city council, and keep accurate minutes of the proceedings thereof in a book to be provided for that purpose. He shall read all ordinances, resolutions, petitions, reports, and other writings which may come before the city council for its action.
(b) To record ordinances, publisher’s affidavits.
In a book provided for that purpose, the city secretary shall record
all ordinances, laws, and resolutions adopted by the council, and
shall attest therein, with his official signature, the date of the
passage and approval of the same; and when publication thereof is
required by law or charter, he shall procure and preserve the affidavit
of the publisher or printer of the official newspaper of the city,
showing the time and manner of such publication.
(c) Custodian of records and corporate seal.
The city secretary
shall take charge of, preserve, and keep in order all the books, papers,
documents, and files of the city council and such other papers as
may be filed in his office or be delivered to him for safekeeping;
and he shall be the custodian of the corporate seal.
(d) To prepare notices required by ordinances.
The city
secretary shall prepare all notices required under any regulation
or ordinance of the city except as otherwise provided by the charter
or ordinance.
