For the
purpose of promoting health, safety, morals, and general welfare,
or protection and preservation of places and areas of historical and
cultural importance and significance, the council shall have power
to divide the city into zones or districts, and to regulate and restrict
the height, number of stories, and size of buildings and other structures,
the percentage of lots that may be occupied, the size of the yards,
courts, and other open spaces, the density of population, and the
location and use of buildings, structures, and land for trade, industry,
residence, or other purposes in such zones or districts; and in the
case of designated places and areas of historic and cultural importance,
to regulate and restrict the construction, alteration, reconstruction,
or razing of buildings and other structures; and also to formulate
and adopt other policies and plans relative to the future growth and
development of the city. The city shall also have all other powers
relating to city planning and zoning, and all powers relating to subdivision
and platting of land, both within and without the city, subject only
to the limitations imposed by the constitution and laws of the state.
