(a) 
The zoning board of adjustment shall consist of five (5) members and removable for cause by the appointing authority upon written charges and after public hearing. Vacancies shall be filled for the unexpired term of any member, whose place becomes vacant for any cause, in the same manner as the original appointment was made. The city council may also appoint up to four (4) alternate members of the board who shall serve in the absence of one or more of the regular members when requested to do so by the chairman of the board, so that all cases to be heard by the board will always be heard by a minimum number of four (4) members. These alternate members, when appointed, shall serve for the same period as the regular members, which is for a term of two (2) years, and any vacancy shall be filled in the same manner and they shall be subject to removal by the same means and under the same procedures as the regular members.
(b) 
If a zoning board of adjustment is not appointed by the city council, the city council may serve as the board with five (5) voting members and the mayor shall act as the chair but not counted for voting or quorum. All cases will be heard by a minimum number of four (4) voting members, with a vote of four (4) being at least 75% of the membership. The mayor shall serve as the first alternate for voting when one or more of the five (5) voting members are absent or have a conflict of interest, and still preside over the meeting. The city council may also appoint up to four (4) other alternate members, when appointed, shall serve for a term of two (2) years, and any vacancy shall be filled in the same manner and they shall be subject to removal by the same means and under the same procedures as set forth in subsection 1.04.151(a) above for regular members.
