There is hereby established in and for the town a public library
to be hereafter known as the Taos Public Library pursuant to New Mexico
Statutes Annotated, 1978, section 3-18-14 or as amended. The library
of the town is hereby declared to be a proper, legitimate and qualified
object of expenditure and operation of the town.

There is hereby created within the municipal budget of the town
a library fund supported by the town, together with funds allocated
by the town council. Such library fund is to be administered by the
town treasurer as are the other funds of the town. All monies derived
from any charges, fines or penalties, together with appropriations
from other funds by the town for salaries, books, supplies and other
purposes, relative to the operation of the library shall be placed
in said fund.

All personnel necessary for the operation and maintenance of
the library shall be regularly employed by the town in similar manner
to all other personnel of the town.

The library shall be under the general operation of the library
director under the supervision of the town manager. The library advisory
board shall advise the town council and the library director consistent
with section 13.14.031 [sic] of this chapter.
