As used in this chapter, the following term shall have the meaning indicated:
EMERGENCY MANAGEMENT
The preparation for and the carrying out of all emergency functions, other than functions for which the military forces are primarily responsible, to minimize and repair injury and damage resulting from disaster caused by an enemy attack, sabotage or other hostile action or by fire, flood or other natural causes.
A. 
Purpose.
(1) 
Section 323.14(1)(b)1, Wis. Stats., requires the Village of Centuria to adopt an effective program of emergency management.
(2) 
Section 323.14(2)(b), Wis. Stats., authorizes the Village of Centuria to cooperate with Polk County in the furnishing of emergency management services by entering into an intergovernmental cooperative agreement pursuant to § 66.0301, Wis. Stats.
(3) 
The Polk County Emergency Management Coordinator, the Village Clerk-Treasurer, the Public Works Director, the Police Chief, the Fire Chief and the emergency medical services representatives have combined their efforts in drafting an effective program of emergency management.
(4) 
The program requires the Village Board to appoint a Public Information Officer (PIO) and a person authorized to declare a disaster.
(5) 
The Village of Centuria may choose not to maintain a separate municipal emergency operating center (EOC) but instead may choose to utilize the Polk County EOC if and when an emergency/disaster dictates the activation of an EOC.
B. 
Designation of officials. The Village Board of the Village of Centuria adopts the Emergency Operations Plan, as drafted, to designate the Village President as the person authorized to declare a disaster in the Village of Centuria; to designate the Village Chief of Police as the Public Information Officer for the Village of Centuria; and to utilize the Polk County Emergency Operating Center (EOC), located in the large meeting room in the lower level of the Polk County Courthouse, if and when an emergency/disaster dictates the activation of an emergency operating center.
