[HISTORY: Adopted by the Riverside Sewerage Authority 11-19-2012 by Res. No. 2012-33. Amendments noted where applicable.]
The three classes of users shall be residential, commercial and industrial. Within the commercial class there shall be three subclasses, Commercial "A," Commercial "B" and Commercial "C," based solely upon meter size. In the industrial class there shall be four subclasses, Industrial "A," Industrial "B," Industrial "C" and Industrial "D". Industrial "A," "B" and "C" shall be classified based upon meter size. Industrial "D" shall be classified by meter size and annual water consumption.
A. 
Effective January 1, 2012, each class of user shall pay a fixed minimum quarterly service charge for the initial 12,000 gallons of water used as follows:

In the event of any discrepancies regarding the calculation of sewer charges, water consumption shall be used to determine the appropriate amount of fees to be charged.
An escalating charge will be imposed based upon water consumption exceeding 12,000 gallons per quarter as follows:

For each 1,000 gallons or portion thereof used in excess of 12,000 gallons, the rate shall be $4.25. To compensate for greater outdoor water usage, there will be no charge for water usage in excess of 30,000 gallons during the April to June and July to September quarters.
Unmetered real property devoted to residential use shall pay a service charge of $148.50 per quarter per single-family residential/apartment unit.
A. 
Whenever water is utilized in such a manner that the water is not discharged into the sewerage system, the quantity of water shall be excluded in determining the service charge; provided, however, that the quantity of water so used and not discharged into the sewerage system is measured by a device or devices, meter or meters, having a remote readout. The device or devices, meter or meters, must be approved in advance of installation by the Riverside Sewerage Authority and shall be permanently installed by the owner of the real property without cost to the Riverside Sewerage Authority. The service charge shall be computed in accordance with the schedule of rates less the quantity of water not discharged into the sewerage system. The Riverside Sewerage Authority may grant an exception from the requirement that a remote readout be installed to a commercial or industrial user who shall provide a written certification to the effect that a representative of the Riverside Sewerage Authority shall have permission to enter the industrial and/or commercial property for the purpose of reading the device or devices, meter or meters, and which shall guarantee that the representative of the Riverside Sewerage Authority shall have access during the normal business hours of the Riverside Sewerage Authority.
B. 
In lieu of the installation of the device or devices for measuring the quantity of water not discharged into the sewerage system, the owner of the real property may permanently install, at no cost to the Riverside Sewerage Authority, a meter or meters for measuring the quantity of sewerage discharge into the sewerage system, and the service charge shall be computed in accordance with the schedule of rates.
C. 
The owner of the real property shall provide the Riverside Sewerage Authority with a diagram of all piping.
D. 
A representative of the Riverside Sewerage Authority will read each such meter or device. There shall be a $15 quarterly charge for meter reading for industrial and commercial users and a $10 semiannual charge for meter reading for residential users.
A. 
All real property devoted to industrial or commercial use shall be metered. Any unmetered property shall be disconnected from the sewerage collection and treatment system.
B. 
Industrial users shall be billed either monthly or quarterly.
C. 
Each industrial user whose water is supplied by an on-site well shall permit their meter to be read by an employee of the Riverside Sewerage Authority between the hours of 8:30 a.m. to 4:00 p.m., Monday through Friday.
D. 
Real property serviced by multiple meters shall be charged at the minimum rate for each meter, plus gallons consumed.
Real property devoted to mixed residential/commercial uses or a multitenant dwellings with one meter shall be charged at the minimum quarterly service charge for each use/apartment, plus gallons consumed.
A multitenant dwelling with a shared bathroom, such as a boardinghouse or rented rooms above a commercial facility, shall pay $74.19 per quarter for each single room occupancy dwelling unit.
Service charges may be charged to and collected from any person contracting for connection or use or services or from the owner or occupant, or both of them, of any real property which directly or indirectly is or has been connected with the system or from or on which originates or has originated sewerage or other wastes which directly or indirectly have entered or may enter the sewerage system, and the owner of such real property shall be liable for and shall pay such service charge to the sewerage authority at the time and place set forth in § 44-13.

The quarterly service charge shall be due by the last business day of the billing due date. Billing will occur on a quarterly basis in February, May, August and November.
A. 
Service charges shall be paid at the office of the Tax Collector of the Township of Riverside, 237 South Pavilion Avenue, Riverside, New Jersey, between the hours of 9:00 a.m. to 4:00 p.m., Monday through Friday.
B. 
The schedule of rates shall be posted at the office of the Township Clerk, 237 South Pavilion Avenue, and at the office of the Riverside Township Sewer Plant Superintendent, 300 Monroe Street, Riverside, New Jersey.

If a services charge is not paid by the due date, interest shall accrue daily and be due to the Riverside Sewerage Authority on the unpaid balance at the rate of 1.5% per month until such service charge, and the interest thereon, shall be fully paid to the Riverside Sewerage Authority. The unpaid balance and all interest accruing thereon shall be a lien on the real property receiving sewer services. The Riverside Sewerage Authority reserves unto itself all remedies provided for the collection of unpaid sewer service charges in N.J.S.A. 40:14A-21.
The Riverside Sewerage Authority shall rely on the accuracy of records produced by the private water utility supplying water to residents of Riverside Township. To preserve his or her rights, any person complaining of an inaccurate water meter reading must serve notice of any complaint simultaneously to the private water utility at such address as the private water utility shall designate and to the Riverside Sewerage Authority by delivering a copy of the complaint to the Secretary of the Riverside Sewerage Authority at 237 South Pavilion Avenue, Riverside, New Jersey. Any complaint alleging an inaccurate reading of a sewer meter must be delivered to the Secretary of the Riverside Sewerage Authority at 237 South Pavilion Avenue, Riverside, New Jersey.
An appeal filed pursuant to §§ 44-3 and 44-15 or upon any other basis shall not be reviewed unless all services charges have been paid in full prior to the filing of the appeal.
The rates charged to residents of Delran Township shall be established pursuant to an agreement negotiated between the Riverside Sewerage Authority and the Delran Sewerage Authority pursuant to N.J.S.A. 40:14A-23.
The fixed minimum quarterly service charge for the initial 12,000 gallons of water used as set forth in § 447-2 for a single-family/residential apartment unit owned and occupied by a senior citizen shall be reduced by $15 per quarter for those senior citizens who qualify for the senior citizen discount from real estate taxes granted by the Township of Riverside.
