The Authority shall annually elect from among its members a
Chair and a Vice Chair who shall hold office until the first day of
February next ensuing and until their respective successors have been
appointed and have qualified.
The Chair shall preside over all meetings of the Authority and
shall have the general supervision, direction and control of the affairs
of the Authority.
The Vice Chair shall possess such powers and shall perform such
duties as may be assigned from time to time by the Authority, and
in the absence or incapacity of the Chair, shall assume and perform
all of the duties and powers of the Chair.
