A. 
Any plastic bag used to distribute commercial or noncommercial handbills, newspaper, magazines, books, catalogs and election campaign material shall be ventilated with air holes no less than 1/4 inch in diameter and never more than two inches apart, throughout the surface of the bag; or if such bag be unventilated, said bag must be no greater than six inches wide. The distribution of the above shall not be so used when prohibited by federal postal laws or regulations.
B. 
Definitions. When used in this section, the following words shall have the meanings indicated:
DISTRIBUTE
To deposit, place, throw, scatter or case.
HANDBILL
Any written or printed notice or advertisement.
