The following words and phrases, which are not defined by Article
1 of the Vehicle and Traffic Law of the State of New York, shall have
the meanings respectively ascribed to them in this section for the
purposes of this chapter:
BATTERY CHARGING STATION
An electrical component assembly or cluster of component
assemblies designed specifically to charge batteries within electric
vehicles.
BATTERY ELECTRIC VEHICLE (BEV)
Any vehicle that operates exclusively on electrical energy
from an off-board source that is stored in the vehicle's battery
or batteries and produces zero tailpipe emissions or pollution when
stationary or operating.
CURBLINE
The prolongation of the line of a curb, or in the absence
of a curb, the outer boundary line of the roadway.
ELECTRIC CHARGING STATION
A public or private parking space that is served by battery
charging station equipment for the primary purpose of transferring
electric energy, by conductive or inductive means, to a battery or
other energy storage device in an electric vehicle.
ELECTRIC VEHICLE
Any vehicle that operates, either partially or exclusively,
on electrical energy from the grid, or an off-board source, that is
stored on board for motive purposes, including battery electric vehicles
and plug-in hybrid vehicles.
HOLIDAYS
New Year's Day, Martin Luther King Jr. Day, Presidents'
Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Election
Day, Veterans' Day, Thanksgiving Day and Christmas Day.
MOTOR VEHICLES
Includes all vehicles propelled by power and shall include
motorcycles and motor scooters.
OFFICIAL TIME STANDARD
Whenever certain hours are named herein or on traffic control
devices, they shall mean the time standard which is in current use
in this state.
PERMIT-ENFORCED PARKING
Parking restricted to those vehicles displaying a lawfully
acquired permit provided by the Village of Briarcliff Manor for parking
in municipal parking lots.
PLUG-IN HYBRID ELECTRIC VEHICLE (PHEV)
An electric vehicle that:
(1)
Contains an internal-combustion engine and also allows power
to be delivered to drive wheels by an electric motor;
(2)
Charges its battery primarily by connecting to the grid or other
off-board electrical source;
(3)
May additionally be able to sustain battery charge using an
on-board internal-combustion-driven generator; and
(4)
Has the ability to travel powered by electricity.
PUBLIC PARKING LOTS
All parking lots within the Village of Briarcliff Manor controlled,
owned, or operated by the Village.
TIME-LIMITED PARKING
Parking restricted to a limited amount of continuous time
for a fee paid, where applicable, as may be implemented, monitored
and enforced by signage, patrol, pay stations, cameras, or any other
technology approved by resolution of the Briarcliff Manor Board of
Trustees.
TRAFFIC SAFETY COMMITTEE
A committee established by the Village Manager to review
and advise on Village-wide traffic safety matters. This Committee
may consist of representatives of the Village Manager's Office,
Police Department, Fire and Ambulance Departments, Public Works Department
and other employees from time to time as determined by the Village
Manager.
