It shall be unlawful for any person to keep any dog or cat within the city, unless such dog or cat has been vaccinated against rabies by a practicing veterinarian within the preceding twelve (12) months and unless a license for such dog or cat has been issued for the current year. Such vaccination shall be made prior to the dog or cat becoming four (4) months of age.

There is hereby fixed and assessed as a police regulation for the protection of the public health a license fee in the amount established by the city against the owner or keeper of each dog or cat kept in the city. Each such license shall run from January first of each year to January first of the succeeding year, and any part of such year shall be deemed and considered the entire year.

(a) 
It is the responsibility of the owner or keeper of each dog or cat to obtain, from the office of the city administrator-secretary, a license tag which shall evidence the payment of the license fee and the registration of the dog or cat.
(b) 
The license tag required in this section shall be issued by the city administrator-secretary upon presentation by the owner of the animal of the current vaccination of the animal, the approximate age and weight of the animal, and the dominant breed of the animal.

Upon the issuance of a license tag under this article, the person issuing the same shall register the number of the tag in a book kept for that purpose, together with the name and address of the owner or keeper of the dog or cat and a description of the dog or cat.

Sections 3.03.001 through 3.03.004 shall apply to cats as well as dogs.

(a) 
Each household shall have a maximum of five (5) dogs and cats, a combination of which is not to exceed four (4) dogs or four (4) cats.
(b) 
Animal breeders and animal grooming establishments lawfully operating shall be exempt from the requirements of this article.
