Parade.
A procession, especially one celebrating a special day or
event, which may include marching bands, floats, any motor vehicle,
or animals or horse-drawn coaches.
Special event.
Includes any parade, festival, procession or any event that
may require the temporary closing or blocking of any public street,
alley or sidewalk within the city limits.

Any person as an individual, or representing any entity, shall
apply for a special event permit at the city police department, and
must obtain the approval of the chief of police prior to holding such
an event. The person making the application must turn the application
in at least 30 days in advance, prior to the special event. There
is no fee for filing or obtaining the permit from the police department
but the application must be notarized. It is within the right of the
chief of police to deny the request and/or application for the event,
which may not be deemed to be in the best interest of the city due
to safety reasons for the citizens of the community. Any person or
entity that holds a special event as defined by this article without
obtaining a permit can be cited and punished with a fine not to exceed
$500.00 (five hundred dollars).
