A.
Policies. The policies of the City shall be developed and proposed by the boards, commissions, and committees listed in this chapter for approval by the Common Council.
B.
Citizen membership on multiple boards, commissions and committees prohibited. Commencing on the third Tuesday in April 2024, no person who is not a member of the Common Council may serve simultaneously on more than two of the boards, commissions or committees described in this chapter, excepting the Parks and Recreation Board representative on the Plan Commission.
C.
Procedures. Boards, commissions, and committees shall comply with the following procedural requirements:
(1)
At its organizational meeting, each board, commission, and committee shall establish a regular meeting date and time. To the maximum extent practicable, such date and time shall not conflict with or overlap the regular meeting date and time of another board, commission, or committee.
(2)
Meetings of the following boards, commissions, and committees shall be videorecorded for public viewing or broadcast via television, an online video sharing site, or other media platform: Board of Harbor Commissioners; Board of Public Works; Library Board; Parks and Recreation Board; Plan Commission; and Police and Fire Commission.
