All departments, officials and public employees vested with
the duty or authority to issue permits or licenses shall conform to
the provisions of this Chapter, and shall issue no permits or licenses
for construction, development, uses, activities or other purposes
where they would be in conflict with the provisions of this Chapter;
any permits or licenses, if issued in conflict with the provisions
of this Chapter shall be void.

It shall be the duty of the Planning Commission and the Planning
Director to enforce the provisions of this Chapter and it shall be
the duty of all law enforcement officers of the County of Kaua'i
to enforce this Chapter and all the provisions of this Chapter.

All decisions of the Planning Director in the interpretation
or enforcement of the provisions of this Chapter may be appealed in
writing to the Planning Commission within fifteen (15) days of the
Director's decision.

Any person, firm, or corporation, whether as principal, agent,
employee, or otherwise, violating or causing or permitting the violation
of any of the provisions of this Chapter, shall be guilty of a misdemeanor,
and upon conviction thereof shall be punished by a fine of not more
than five hundred dollars ($500.00) for each offense. The continuance
of any violation after conviction shall be deemed a new offense for
each day of continuance.
