Specific Plan 1 shall encompass the 1.01 acre parcel located on the south side of Yorba Linda Boulevard (opposite McCormack Lane) between Hamer Drive and Linda Vista Street as shown on Exhibit 1, a copy of which is available for inspection at the planning division.

The purpose of this specific plan is to permit the adaptive re-use of an existing pioneer estate house for commercial purposes in a manner which will protect adjacent residents from nuisance conditions.

Uses permitted subject to obtaining a use permit pursuant to Chapter 23.87 are as follows:

Outdoor uses;
(2) 
Construction of new buildings.

The hours and days of operation shall be as follows:
(1) 
Main house; eight (8) a.m. to five (5) p.m., Monday through Friday;
(2) 
Auxiliary buildings: eight (8) a.m. to five (5) p.m., Monday through Saturday;
(3) 
Landscape maintenance: only between the hours of eight (8) a.m. to four (4) p.m., Monday through Saturday.

All signs shall reflect the architecture of the buildings and the site’s design theme, except for temporary advertising devices permitted pursuant to Chapter 23.90, and shall not be located in such a manner as to constitute a hazard to pedestrian or vehicular traffic and shall comply with all local building and electrical codes. The following signs shall be permitted:
(1) 
Wall-mounted business identification signs pursuant to Section 23.90.180(1) through (3);
(2) 
One (1) free-standing monument sign pursuant to Section 23.90.180(6);
(3) 
All signs and advertising devices shall comply with Chapter 23.90 of this code.

The Wagner House is considered a structure of local historical and architectural significance, being illustrative of a significant period in California history. Applicant shall renovate, repair, restore, operate and maintain the project in a manner directed to preserving and enhancing these historical and architectural characteristics and development shall be in conformance with the plans and specifications as approved by the planning commission and city council as Attachment A, attached to the ordinance codified in this chapter and found on file in the office of the city clerk.
