Specific Plan 2 shall encompass the 1.2 acre parcel located on the east side of Placentia Avenue just south of Primrose Avenue at 414 North Placentia Avenue.

Since the Lewis Lemke House located at 414 North Placentia Avenue is of local historical architectural significance and is representative of a significant period of local history, the purpose of this specific plan is to provide standards whereby it shall be renovated, restored, operated and maintained in a manner to preserve its historical architectural characteristics.

Permitted uses shall be attorney’s offices, certified public accountants’ offices, a church, church related offices and a person’s residence. Any other uses shall require an amendment to this specific plan.

(a) 
A two (2) story building, not to exceed 3,500 on each floor and not to exceed twenty-eight (28) feet in height from existing grade level so that it is not visible from Placentia Avenue, may be erected on the site.
(b) 
The exterior architecture of the Lewis Lemke House shall not be modified.
(c) 
The existing barn may be removed.
(d) 
Any necessary modifications shall be made to insure the structural and aesthetic integrity of the Lewis Lemke House.
(e) 
Any work on the Lewis Lemke House shall comply with the 1976 Uniform Building Code for Historic Buildings and the State Historical Building Code; the new two (2) story building shall be exempt from this requirement.
(f) 
The former garage and rumpus room, now used as an extension of the office space, shall not be required to conform to historical standards because it has been deemed to be of no historical value.
(g) 
The new two (2) story building shall conform to and be maintained in accordance with both the 1997 Uniform Building Code and the 1997 Uniform Fire Code.

The subject property shall be developed in conformance with the plans and specifications as approved by the planning commission and city council as part of this specific plan.
(1) 
No parking shall be permitted on any driveway leading to and from the parking lot at the rear of the site except in marked spaces.
(2) 
The entrance and exit from Placentia Avenue shall be on south side of the property and there shall be an “exit only” onto Placentia Avenue on the north side of the property.
(3) 
At least two (2) handicap parking spaces shall be provided.
(4) 
The front of the Lewis Lemke House and its landscaping shall be maintained in a manner to preserve the historical character of the house.
(5) 
Signage shall be limited to one (1) monument sign not to exceed thirty (30) square feet.
(6) 
The parking shall consist of fifty-nine (59) parking stalls, including thirty-nine (39) standard, two (2) handicap and eighteen (18) compact. Based on the proposed site plan, the sanctuary seating is limited to 177 people.
