The Roseville Municipal Code, three copies of which are on file in the office of the city clerk, is adopted as the comprehensive ordinance code of the city.

The provisions of the Roseville Municipal Code became effective March 26, 1976, upon which date, the Code of the City of Roseville, California, 1957, was repealed, except for those provisions relating to personnel contained in Chapter 18A of said code, the provisions of the Zoning Ordinance of the city, enacted by Ordinance No. 802, and all of the ordinances that have been adopted which have yet to be codified.

Title, chapter and section headings contained in this code are for the purpose of reference and shall not be deemed to govern, limit, modify or in any manner affect the scope, meaning or intent of the provisions of this code.

The provisions of this code shall not, in any manner, affect matters of record which refer to or are otherwise connected with ordinances designated by name or number and included within this code. Such reference shall be construed to apply to the corresponding provisions contained within this code.

Neither the adoption of this code nor the repeal or amendment of any ordinance or part of any ordinance or a section thereof shall in any manner affect the prosecution for violations of ordinances committed prior to the effective date of this code or the abatement by civil remedy of any violation of such ordinance, nor shall such adoption be construed as a waiver of any license, fee or penalty due and unpaid under such ordinances upon the effective date of this code. The adoption of this code and the repeal or amendment of any ordinance by Section 1.01.010 shall not be construed to affect any of the provisions of such ordinance relating to the collection of any license, fee or penalty, or the penal provisions applicable to any violation thereof, nor shall such affect the validity of any bond or cash deposit in lieu thereof required to be posted, filed or deposited pursuant to any ordinance. All rights and obligations under the repealed, amended and reenacted ordinances which constitute this code shall continue in full force and effect, notwithstanding the repeal, amendment or reenactment of the ordinances under which such rights and obligations arose.
