The city manager or his designated representative shall be responsible
for the enforcement of all provisions of this code and all ordinances
and resolutions of the city.

The city attorney may prosecute violations of the provisions
of this code or of any ordinance or resolution of the city, or take
such other legal action as may be necessary to secure the compliance.

The arrest of persons violating the provisions of this code
or of any ordinance or resolution, including the issuance to any person
not taken immediately before a magistrate of a written notice to appear
in court at a certain specified date in time, shall be carried out
according to the general laws of the state.
