Upon notification by a bank, owner or duly assigned trust officer that any bond or interest coupon issued by the city is due and payable, the city treasurer shall verify the amount then due and notify the finance department for the drawing of a warrant in the proper amount. Signatures for the warrant shall be as prescribed in Section 2.44.030 of this chapter. After signatures, the warrant shall be delivered to the city treasurer who shall pick up such bond or interest coupons and deliver such warrant to the proper party. The city treasurer shall stamp such bonds or coupons “cancelled” and void such bonds or coupons by perforating the face of the coupons or bonds. The cancelled bonds or coupons shall then be placed in a permanent record file in which all cancelled bonds and coupons are kept by the city treasurer.

A. 
The finance department shall draw a warrant for the total amount due officers and employees of the city for a given pay period. Such warrant shall be signed as prescribed in Section 2.44.030 of this chapter and shall be made payable to the city payroll account, which account the finance director has established, with an imprest balance of $500.00, in a bank in the city for the payment of salaries of city officers and employees, and which account shall be reconciled by the city treasurer.
B. 
The finance department shall prepare a check for each officer or employee for the amount due such officer or employee for the pay period. These checks shall be signed as prescribed in Section 2.44.030 of this chapter and shall be delivered to the officers and employees of the city as hereinafter provided.
C. 
All paychecks for salaries and wages of officers and employees who are paid on a biweekly basis shall be delivered to such officers and employees upon the Friday next following completion of the pay period. Each pay period shall consist of 14 calendar days and shall have Friday as the fourteenth day of each pay period. All paychecks shall be available for delivery to the payees on and after twelve noon of each payday; provided, that if any payday shall fall upon a holiday, the working day preceding such holiday shall be the payday for that period, in which event, paychecks shall be available for delivery to the payees on and after four p.m.

All warrants and checks drawn upon the treasury of the city shall be drawn by the finance department and signed, either manually or mechanically, by the city finance director and the city manager. In the absence of either the city manager or the city finance director, warrants or checks may be signed by either the city manager, city clerk or the city finance director.

After such warrants are signed, they shall be delivered to the city treasurer who shall ascertain that sufficient funds are available for payment and shall then certify such warrants for payment. Immediately upon such certification, the city treasurer shall deliver all warrants to the payees named therein. A complete listing of all warrants drawn during the month shall be presented to the city council on or before the fifteenth day of the following month by the city treasurer.
