The director shall make public announcements of all examinations. Announcements shall be posted on the city’s website and given such other publicity as the director deems warranted to attract a sufficient number of qualified candidates to compete. Recruitments may be of one of the following types at the discretion of the director:
A. 
Regular Recruitment. Regular examination announcements shall specify a filing period of at least 10 working days and shall clearly state a final filing date.
B. 
Continuous Recruitment. In instances where the need for employees is frequent or continuing, or there is a labor market scarcity, the director may announce examinations with no final filing date or conduct recruitments of sufficient duration to assure the city’s needs are met.
C. 
Limited Recruitment. The director may restrict the recruitment to limit the size of the applicant group by:
1. 
Establishing a shorter filing period than that required for regular recruitments;
2. 
Specifying a maximum number of applications that will be accepted and closing the recruitment at the close of the business day when that number is reached; or
3. 
Other means that are appropriate to the circumstance.

Applications shall be made on forms provided by the director. Such forms shall require information covering training, experience, and other pertinent employment history, and may include certificates of supporting evidence of achievement as may be required by the director. All applications must be signed and dated by the person applying. Signatures are not required for applications submitted electronically. Electronic submission is considered to include verification of authenticity. No question in any application form shall be framed in a manner so as to violate the provisions of the city’s equal employment opportunity policy. Applications shall be valid for at least six months from the date of filing or at least six months from the date of the applicable examination in which the applicant participated.

Qualified persons shall be admitted to examination who, within the period prescribed in the public notices thereof, have filed an application upon the form furnished by the director, and whose application has not been rejected for cause in accordance with these rules or stated examination limits, and who is present at the time and place designated for the examination.

The director may reject an employment application in any of the following cases:
A. 
Where the application indicates on its face that the applicant does not possess the minimum qualifications required for the position;
B. 
Where the applicant is not a lawful resident of the United States;
C. 
Where the applicant is physically unfit for the performance of duties of the position to which appointment is sought, based upon a bona fide occupational qualification and business necessity;
D. 
Where the completed application has not been received by the human resources office by the prescribed filing deadline;
E. 
Where the applicant is addicted to drugs or is a habitually excessive user of intoxicating liquor;
F. 
Where the applicant has willfully made any false statement of any material fact or omission thereof, or has practiced or attempted to practice any deception or fraud in the application or examining process;
G. 
Where the applicant has used or attempted to use any personal or political influence to further eligibility, appointment, or promotion;
H. 
Where the application form itself is incomplete in the necessary information to determine suitability of qualifications;
I. 
Where the applicant has been convicted of a crime or crimes including pleas of guilty and nolo contendere, other than minor misdemeanors, the nature of which would or reasonably could adversely affect city operations, the safety and welfare of employees or the public, or reflect upon the credibility of serving the public interest as determined by the director;
J. 
Where the applicant has conducted themselves improperly during a recruitment process within the prior 12 months.
K. 
Where there exists other evidence deemed appropriate by the director to disqualify applications for reasonable cause.

If, after an application has been accepted by the director, the applicant is found to lack the basic requirements or is found to be otherwise unqualified, the director may reject the application, or, after examination or appointment, may disqualify a candidate from the eligible list or remove the employee from city service.
The director may reassign applications to alternative positions for which the applicants are qualified if they do not meet the qualifications of the class for which they applied.
