There is hereby established the Roseville employees annual charitable hearts fund.

Donations from city employees and private donors may be deposited in the Roseville employees annual charitable hearts fund. Such proceeds shall be invested by the finance director, who shall annually account for and report to the city council as to the principal and annual earnings of said fund. The fund shall not be commingled with any other monies of the city. The finance director shall cause the fund to be audited each year.

The city council shall, after receiving the recommendation of the Roseville grants advisory commission, annually appropriate 100% of the interest and principal of the Roseville employees annual charitable hearts fund for the purpose of improving the quality of life for youth, seniors, and families in the City of Roseville. Private donors may specify that their donations be appropriated for purposes other than those listed in this section and the city council will attempt to honor those requests. In the event the city council cannot honor specific requests, donations will be appropriated for the purpose of improving the quality of life for youth, seniors, and families in the City of Roseville.

All monies appropriated by the city council pursuant to this chapter which are not spent by the recipient shall be returned to the Roseville employees annual charitable hearts fund. All monies returned to the fund will be carried forward to the next fiscal year.

A. 
The costs of administering this chapter and the Roseville grants advisory commission shall not be charged to the fund unless approved by a 4/5 vote of the city council.
B. 
Prior to any action pursuant to this section by the city council, the Roseville grants advisory commission shall first hold at least one public hearing and forward to the city council a recommendation concerning what action, if any, should be taken by the city council.

The finance director shall maintain a written record of each private donation identifying the donor, the nature of the donation, and the amount of the donation. The finance director shall on a monthly basis provide an updated copy of this written record to the city clerk.
