The city council finds and declares that the purpose of this
chapter is to recover all or a portion of the costs of providing certain
police services that are more appropriately paid for by the user of
the service than by the general public.

The fee for processing requests for personal records checks
and letters certifying the results of such checks shall be established
by resolution adopted by the city council, as amended from time to
time.

The fee for releasing impounded vehicles shall be established
by resolution adopted by the city council, as amended from time to
time. This fee shall be collected only from the registered owner or
agent of the registered owner. This fee shall not apply to vehicles
impounded as the result of automobile accidents, abatement program,
or lien sale, unless the sale is sufficient in amount to pay the lienholder’s
total charges and administrative costs.
