A. 
It is the duty of any person having knowledge that any animal has bitten a human being to report the fact to the animal control officer. The animal control officer shall immediately report such bite to the department of agriculture, division of animal control, County of Placer.
B. 
Nothing in this chapter shall apply to trained police dogs, while on duty.

If an animal bites a person or another animal, the owner or person in control of the biting animal must provide his or her personal information to the victim or, if the victim is another animal, the victim’s owner. If the victim is a minor, the owner or person in control of the biting animal must provide his or her personal information to the parent or guardian of the minor. This personal information must include the owner’s name, the biting animal’s name, and the owner and animal’s home address.

A. 
The animal control officer shall ensure that all animals falling into the following categories shall be isolated or quarantined at the animal control center or in the care of a veterinarian under the conditions prescribed by the health officer and pertinent state laws and regulations:
1. 
Known rabid animals;
2. 
Suspected rabid animals;
3. 
Animals that have bitten or otherwise exposed a human to rabies;
4. 
Animals, of a species subject to rabies, which have been bitten by a known rabid or suspected rabid animal or have been in intimate contact with a rabid or suspected rabid animal.
B. 
Pursuant to said laws and regulations, the animal control officer may quarantine any animal that has bitten a human or an animal by confinement in the owner’s custody or in the care of a veterinarian if such animal is currently licensed under this title. The animal shall be quarantined in strict confinement under conditions determined by the animal control officer to be safe in view of the animal’s physical abilities and in isolation from other animals for a period established by the animal control officer as necessary to determine whether such animal has rabies. Such confinement shall be subject to any other requirements that the animal control officer may impose to protect the public health and safety.
It is unlawful for the owner or any other person to violate the requirements of confinement established by the animal control officer as set forth in this section.
C. 
In order for the animal to qualify for confinement, the owner shall certify, under penalty of perjury, his or her agreement to confine the animal pursuant to this section. In order to release the animal from quarantine, the owner shall certify, under penalty of perjury, that the conditions of confinement have been met and that the animal is healthy.

In the event the animal control officer determines that the animal which has been quarantined has rabies, he shall cause such animal to be destroyed. The animal owner shall be responsible for paying for all fees related to destruction of the animal and the testing for rabies.

In the event a quarantined animal has been impounded and is determined not to have rabies, the animal control center may allow the owner to redeem said animal upon the payment of any fees required pursuant to Section 6.20.060 of the Placer County Code.
