The council shall determine and designate one-way streets or alleys or portions thereof, by resolution, which designation shall become effective when appropriate signs are in place giving notice of the designations to the public. Whenever any resolution of this city designates any one-way street or alley, the director shall place and maintain signs giving notice thereof, and no such regulations shall be effective unless such signs are in place. Signs indicating the direction of lawful traffic movement shall be placed at every intersection where movement of traffic in the opposite direction is prohibited.

Whenever any resolution of this city designates an alley or street as one-way, it is unlawful to drive any vehicle through the alley or street except in the direction authorized, or to stop or park any vehicle in any such alley except on the side thereof designated by the director and as near the property line as is practicable. The director shall cause signs to be erected on one-way alleys indicating the side or portion thereof upon which loading or unloading is authorized.
