Except as otherwise provided in this chapter, bicycles may be
ridden on any sidewalk, provided that pedestrians shall at all times
have the right-of-way and bicycles shall be ridden at such speed and
with such care so as not to endanger any pedestrian.

It is unlawful to ride a bicycle upon the sidewalk of the Washington
Boulevard underpass. Bicycle riders utilizing the underpass sidewalk
shall walk their bicycles. The director shall give notice of this
section by appropriate posted signs or pavement markings.

It is unlawful for the parent or guardian of any child to authorize
or knowingly permit such child to violate any of the provisions of
this chapter or to do any of the acts prohibited by this chapter.
