A. 
No person shall park, stop, obstruct, block or leave standing a vehicle in an off-street public or private parking space, designated for the exclusive use charging and parking a vehicle that is connected for electric charging purposes pursuant to Sections 22511 and 22511.1 of the Vehicle Code.
B. 
The director may designate spaces in off-street parking facilities owned or controlled by the city for exclusive use of electric vehicle charging pursuant to Section 22511 of the Vehicle Code. Such designation shall be made by posting a sign in either of the following locations:
1. 
Immediately adjacent to, and visible from each stall or space;
2. 
In a conspicuous place at each entrance of the off-street parking facility.
C. 
The owner or person in lawful possession of an off-street parking facility, after notifying the police department, or any police officer in the case of an off-street parking facility owned or controlled by the city, may cause the removal from such stall or space of any vehicle not connected for electric charging purposes, if there is posted immediately adjacent to and visible from such stall or space, a sign not less than 24 inches by 24 inches in size, with lettering not less than one inch in height, which clearly and conspicuously states the following:
Unauthorized vehicles not connected for electric charging purposes will be towed away at owner's expense. Towed vehicles may be reclaimed by telephoning 774-5100.
