The city council may from time to time establish and designate
municipal off-street parking facilities in the city by resolution
of the council.

The hours and days upon which the operation of off-street parking
facilities shall be effective shall be established from time to time
by resolution of the council which regulations shall be effective
when so designated by appropriate markings or signs posted on the
facilities.

It is unlawful for any person to cause, allow, permit or suffer
any vehicle registered in his or her name, or operated or controlled
by him or her, to be parked in any off-street parking facility without
paying the rate for the use of the lot as established from time to
time by resolution of the council and designated by appropriate markings
or signs posted on the lot.

The provisions and procedures specified in Chapter
11.30 of this code shall govern the operation and use of municipal off-street parking meter parking lots.

The director is authorized to reserve and identify, by appropriate
markings or signs which indicate types of vehicles, location and time
limits, such parking spaces as are necessary for any use approved
by the city manager on any off-street parking facility owned or operated
by the city. Only vehicles authorized by the director shall use such
parking spaces during the time limits indicated, and use by any unauthorized
vehicle is unlawful.

Where lines or other markings are used to designate parking
spaces on an off-street parking facility subject to other more restrictive
limitations, no vehicle shall be stopped, left standing or parked
on such facility other than within a single marked space unless the
size or shape of such vehicle makes compliance impossible.
