The streets and alleys are now opened, laid out, surveyed and
named on the map of the city and on the maps of the various subdivisions
thereof now on file in the office of the county recorder; and also
all streets and alleys laid out and opened subsequent to the filing
of such map and in use on the first day of July, 1900, shall be and
are declared to be the public streets of the city, and they shall
be maintained in their courses and widths, unless changed by proper
authority.
