(a)
The purpose of these regulations is to establish principles for outdoor lighting:
(1)
All outdoor lighting shall have a clear purpose.
(2)
Light shall be directed only where it is needed, being targeted and shielded to eliminate light trespass and minimize light pollution. Full shielding shall be used for all luminaires with an initial luminaire lumens specification of higher than 1,000 lumens.
(3)
Light shall be no brighter than necessary to meet its purpose.
(4)
Lights shall be used only when needed. Lighting shall be dimmed by at least 30% or extinguished during the curfew hours, but lighting to identify the property and the address number shall only be dimmed and shall not be extinguished to allow emergency services to locate the property.
(A)
The lighting curfew for residential properties shall extend from midnight to one hour before daylight. Lighting shall be dimmed by at least 30% or extinguished during the curfew hours.
(B)
The lighting curfew for all other properties shall extend from one hour after closing to one hour before opening. Lighting shall be dimmed by at least 30% or extinguished during the curfew hours.
(C)
The lighting curfew for commercial signs shall extend from one hour after closing to one hour before opening. Lighting shall be dimmed by at least 30% or extinguished during the curfew hours.
(5)
Luminaires shall use lamps with a color temperature of less than 3,0000 Kelvin.
(6)
Luminaires shall be installed to promote the even distribution of light while minimizing sharp contrasts between lit areas and the darker surroundings.
(7)
All new outdoor lighting shall meet dark sky friendly criteria.
(b)
Applicability and grandfathering.
(1)
All exterior lighting installed after the effective date of this article must comply with these requirements.
(2)
Grandfathering shall lapse and existing exterior lighting for the site shall comply with these requirements upon crossing any one of the following thresholds.
(A)
The property owner repairs or replaces more than 50% of the value of the luminaires, whether by a single action or by a series of cumulative actions.
(B)
If the property owner completes an addition with more than a 50% increase in building area, number of units, or number of parking spaces, whether by a single action or by a series of cumulative actions.
(c)
Exceptions.
(1)
The following exceptions are defined by right for any residential property, subject to the lighting curfew:
