The purpose of this article is to define parking restrictions within the Village during winter months.
It shall be unlawful for any person to park any vehicle on any Village street from November 1 through March 31, inclusive, between the hours of 1:00 a.m. to 6:00 a.m.
No person shall park any motor vehicle or other apparatus upon any street within the Village during a declared snow emergency until the snow has been removed to the curb or the curbline of such street. Snow emergencies may be declared by the Village President or the Director of Public Works when the snowfall of two or more inches has or is predicted to occur. Residents should keep in mind that, even if a snow emergency has not been declared, vehicles which are parked overnight on Village streets during snowfalls may hinder snowplowing operations.
Any person violating this article is subject to any or all of the following:
A. 
Citation issued.
B. 
Forfeiture of not less than $25 and not more than $100.
C. 
Towing and impound of vehicle at owner's expense.
A. 
Any vehicle parked on any street or right-of-way in violation of this article and in such a manner as to obstruct removal of snow from the street or right-of-way may be removed or caused to be removed to a facility designated by the Village Board.
B. 
Said vehicle may not be recovered until the towing, storage and parking forfeitures as imposed by this article are paid.
