When city employees are to be absent from duty at the expense
of the city while attending conferences, conventions, seminars, institutes
and similar training, educational and informational sessions or gatherings,
department managers shall so advise the city manager. Monthly, and
at least thirty days prior to the event, if possible, the city manager
shall notify all members of the city council of the intended absences.
He shall include in such notice the name and purpose of the event,
its location, the person(s) attending, and the expected length of
absence.
In the event the absence was not anticipated until after the
most current notice to the city council members was given, then the
absence is to be reported ex post facto in the following notice.
The foregoing requirement does not extend to absences directly
related to business of the city, such as appearances at hearings,
conferences with other officials specifically regarding the affairs
of the city or the affairs of others in which the city has an interest.
The city manager shall keep the members of the city council informed
of such occasions as the need arises.

Upon completion of attendance at the events set forth in Section
2.38.010, participating employees shall make a written report of the proceedings to the city council.
