The city council finds that it is in the public interest that all publicly-owned property be easily identified as such and that those persons operating city-vehicles—excepting those persons having formal agreements with the city to the contrary—have the responsibility of using such vehicles only for the conduct of official business.

All vehicles owned or leased by the city shall bear either a standard shield or emblem on both front doors of such vehicle, or at other conspicuous locations, if for any functional reason they cannot be borne on the front doors. On the rear of the vehicle, in a conspicuous place, the vehicle shall also display the unit number.
Other wheeled or tracked equipment shall also carry standard shields or emblems, when possible, displayed so as to be readily visible, as well as a unit number situated so as to be readily visible.

The requirements of Section 2.39.020 shall not apply to:
(1) 
Vehicles assigned for the use of detectives in the police department;
(2) 
Vehicles permanently assigned to department managers, but these shall carry in lieu of shields a sticker not less than three inches in diameter on the inside right corner of the rear window in said vehicle;
(3) 
Any vehicle whose use and operation is otherwise provided for by contract.
