The planning commission shall have five voting members. The majority of the members shall be citizens of the city. Noncitizen members may be appointed as set forth herein, provided they live within five miles of the city's limits, or either own real property or own a business whose principle place of operation is in the city. The members shall be appointed by a majority vote of the city council and shall serve without compensation. An alternate member may be appointed by a majority vote of the city council. An alternate commissioner shall serve as a voting member in the absence of a regular member. Members of the commission shall receive reimbursement for necessary traveling and other expenses incurred on official duty when such expenditures have received authorization by the city council. Members of the planning commission shall not hold any other appointed or elected office of the city of Waterford nor be an employee of same.
