The planning commission shall have five voting members. The majority of the members shall be citizens of the city. Noncitizen members may be appointed as set forth herein, provided they live within five miles of the city's limits, or either own real property or own a business whose principle place of operation is in the city. The members shall be appointed by a majority vote of the city council and shall serve without compensation. An alternate member may be appointed by a majority vote of the city council. An alternate commissioner shall serve as a voting member in the absence of a regular member. Members of the commission shall receive reimbursement for necessary traveling and other expenses incurred on official duty when such expenditures have received authorization by the city council. Members of the planning commission shall not hold any other appointed or elected office of the city of Waterford nor be an employee of same.

A. 
The term of office of planning commission members shall be two years. A member of the commission may be removed from office by a majority vote of the city council.
B. 
A member who fails, without permission, to attend three successive meetings of the commission, is subject to removal.
C. 
Vacancies shall be filled by appointment for the unexpired term.

A. 
The planning commission shall meet at least once a month so long as there are items for deliberation and at such time and place as it may fix by resolution.
B. 
The commission shall select a chairperson from among its members and shall select a chairperson annually. The same person may serve as chairperson in successive terms.
C. 
Special meetings may be called at any time by the chairperson or by any three members by written notices served upon the members twenty-four hours before the proposed time of such meetings.

The planning commission shall adopt rules for the transaction of business and shall keep a record of its resolutions, transactions, findings and determinations, which record shall be on file in the city clerk's office and shall be a public record. The office of the city manager shall furnish stenographic services as are needed to make possible the necessary recording and filing of these records.

The planning commission shall have the power and it shall be its duty:
A. 
To prepare and recommend for adoption a comprehensive long term general plan for the physical development of the city and of any land outside its boundaries, as provided for by the conservation and planning laws of the state. Such plan shall be known as the master plan and may comprise any, all or any combination of the plans specified in Article 5, Chapter 3, Title 7 of the Government Code of the state;
B. 
To prepare plans based on the master plans and drafts of such regulations, programs and legislation as may in its judgment be required for the systematic execution of the master plan, and to recommend such plans and measures to the council for adoption;
C. 
To act as the advisory agency for the city in connection with the administration of the Subdivision and Map Act of the state and the city subdivision regulations;
D. 
To investigate and recommend to the council plans for the improvement and beautification of the city, such as the opening, straightening, widening, closing of public streets or parking thereon; the location and improvement of public buildings and public works;
E. 
To perform the duties of a planning commission under Articles 7, 8, 9 and 10 of Chapter 3, Title 7 and Article 3, Chapter 4, Title 7 of the Government Code of the state;
F. 
To perform such other duties as may be imposed upon it by the city council by ordinance or resolution.
