Any person who commences any work, activity, or operation regulated
by this code before obtaining the necessary permits shall be subject
to a penalty equal to one hundred percent of the required permit fee.

Refunds shall be issued at the permitee's request at a
rate of sixty percent of the original permit fee if no inspections
took place on the permit. Plan review fees in the amount of forty
percent will be retained by the city.
