Every ordinance introduced by the City Council shall be read in full at the time of introduction unless, after reading of the title thereof, the further reading of all or any part thereof is waived by majority vote of the City Council by motion. Notwithstanding the prior sentence, however, the reading of the title or text of an ordinance shall not be required if the title is included on the published agenda and a copy of the full ordinance as proposed is made available for the public to review online and at a designated place in City offices.
