(A) There
is a Board of Community Services which consists of eight members who
shall be appointed by the City Council. Members of the Board at all
times while serving on the Board shall be registered voters of the
City.
(B) The
term of a person appointed to the Board of Community Services shall
be four years and, until his or her successor is appointed, qualifies
and is seated.
(C) A
member of the Board shall serve at the pleasure of the City Council
and may be removed by the affirmative vote of four members of the
Council.

The Board of Community Services shall meet at regular, stated
times and places. The Board, by resolution, shall adopt rules of procedure
for the conduct of its meetings and the exercise of its powers and
to designate committees and task forces. Five members shall constitute
a quorum of the Board which must be present for the transaction of
any business.

The Board of Community Services shall have the following powers
and duties:
(A) Review
City recreational and cultural policies, facilities and programs and
advise the City Council on their adequacy and effectiveness;
(B) Assist
the director of recreation and parks in the formulation of rules and
regulations for the use of City parks and recreational facilities;
(C) Promote
and coordinate arts and cultural activities within the City;
(D) Advise
the City Council on matters relating to community beautification;
(E) Such
other powers and duties as the City Council may from time to time
delegate or assign to the Board.
