The words and phrases defined in this chapter, when used in this title, shall have the meanings set forth in this chapter. Whenever any words or phrases used are not defined in this chapter, but are defined in the California Vehicle Code, such definitions are incorporated herein and shall be deemed to apply for such words and phrases used in this title as though set forth in full.

The central traffic district includes all streets and portions of streets and all public-owned lots or areas being within the City of Santa Rosa, County of Sonoma, State of California, the exterior boundary of said district being described as follows:
Commencing at a point at the intersection of the southerly right-of-way line of College Avenue and the westerly line of the right-of-way of the Northwestern Pacific Railroad; thence easterly along the southerly line of the right-of-way of College Avenue to the intersection with the northerly line of the right-of-way of Fourth Street; thence northeasterly along the northerly right-of-way of Fourth Street to the intersection of the westerly line of the right-of-way of Leland Street; thence southeasterly along the westerly right-of-way line of Leland Street to the intersection of the centerline of Santa Rosa Creek; thence southwesterly along the centerline of Santa Rosa Creek to the intersection with the easterly line of the right-of-way of Santa Rosa Avenue; thence southerly along the easterly right-of-way line of Santa Rosa Avenue to the intersection with the southerly line of the right-of-way of Ellis Street extended; thence westerly along the southerly line of the right-of-way of Ellis Street to the intersection with the easterly line of the right-of-way of the U.S. 101 Freeway; thence northerly along the easterly line of the right-of-way of the U.S. 101 Freeway to the intersection of the centerline of Santa Rosa Creek; thence southwesterly along the centerline of Santa Rosa Creek to the intersection with the westerly line of the right-of-way of the Northwestern Pacific Railroad; thence northerly along the westerly line of the right-of-way of the Northwestern Pacific Railroad to the point of beginning. All boundaries hereinabove in this description referred to are right-of-way lines and other lines duly established as a matter of public rec-ord and as shown and designated upon the official map of the City of Santa Rosa. The boundaries of the central traffic district may be altered.

Whenever certain hours are named in this title, they mean standard time or daylight saving time, as may be in current use in the City.
