Any bicycle, toy, or athletic equipment in the custody of the Police and whose owner is unknown, shall be held by the Chief of Police for a period of three months during which time the owner, upon presenting proper proof of ownership to the Chief of Police, may reclaim the bicycle, toy, or athletic equipment.

(A) 
When unclaimed bicycles, toys, or athletic equipment have been held longer than three months, the Chief of Police may sell the bicycles, toys, or athletic equipment so held at public auction to the highest bidder for cash. Notice of such sale, giving the time, date, place, and purpose of the sale, shall be published in a newspaper of general circulation within the County.
(B) 
As an alternative to the procedure set forth in subsection A above, the Chief of Police may donate any unclaimed bicycles, toys, or athletic equipment held longer than three months to the County Probation Department or County Department of Social Services or any nonprofit organization within the County for use in any program designed to assist underprivileged children or prevent juvenile delinquency.
