It is unlawful for any person to park or leave standing any
vehicle registered in his or her name or operated or controlled by
him or her in a space controlled by a parking meter when the meter
or receipt issued by the meter indicates the time paid is expired,
except during such time as is reasonably necessary to make payment
and, when required by the meter to do so, display the receipt.

The City Council shall establish park user fees by resolution.

The Director of Recreation and Parks may establish rules and
regulations for use of park permits, including a requirement to affix
a decal to a vehicle, and shall collect park fees in accordance with
the fee schedule established by City Council. Such rules and regulations
shall be made available to the public during normal business hours
at the Department of Recreation, Parks and Community Services. No
person shall park any vehicle or cause, allow, permit or suffer any
vehicle registered in his or her name or operated or controlled by
him or her to be parked in violation of said rules and regulations.

It is unlawful for any person to park or leave standing any
vehicle registered in his or her name or operated or controlled by
him or her at a City park off-street parking facility in excess of
the posted time limit, or 72 hours if not posted, except by authorization
from the Director of Recreation and Parks.

It is unlawful to deposit or cause to be deposited in any parking
meter any defaced or bent coin, or any slug, device or substitute
for a coin of the United States.

It is unlawful for any person, other than an authorized employee
of the City, to open any parking meter, to deface, damage, tamper
with or willfully destroy, break or impair any parking meter, or connect,
tie, or chain any animals or vehicles thereto.
