(A) 
"Parking meter" or "meter," as used in this chapter, refers to a device for collecting park user fees and regulating parking.
(B) 
The director of recreation and parks may establish rules and regulations governing use of City park facilities. Such rules and regulations may also include the definition of terms necessary to administer the City Parks ordinances.

It is unlawful for any person to park or leave standing any vehicle registered in his or her name or operated or controlled by him or her in a space controlled by a parking meter when the meter or receipt issued by the meter indicates the time paid is expired, except during such time as is reasonably necessary to make payment and, when required by the meter to do so, display the receipt.

The City Council shall establish park user fees by resolution.

(A) 
It is unlawful for any person to park or leave standing any vehicle registered in his or her name or operated or controlled by him or her in a City park off-street parking facility without the payment of posted fees.
(B) 
The Director of Recreation and Parks may designate locations in City parks wherein restrictions or regulations may be imposed, including, but not limited to, posted no parking, red curbs, designated permit parking, limitation of parking hours, allowance of limited monthly permit parking in metered lots, limitation or restriction as to size or length of vehicle, or any other limitations or restrictions, provided that signs or notices are posted in the locations where the particular limitations or restrictions are imposed and enforced. It is unlawful for any person to park or leave standing any vehicle registered in his or her name or operated or controlled by him or her in violation of posted restrictions.

The Director of Recreation and Parks may establish rules and regulations for use of park permits, including a requirement to affix a decal to a vehicle, and shall collect park fees in accordance with the fee schedule established by City Council. Such rules and regulations shall be made available to the public during normal business hours at the Department of Recreation, Parks and Community Services. No person shall park any vehicle or cause, allow, permit or suffer any vehicle registered in his or her name or operated or controlled by him or her to be parked in violation of said rules and regulations.

It is unlawful for any person to park or leave standing any vehicle registered in his or her name or operated or controlled by him or her at a City park off-street parking facility in excess of the posted time limit, or 72 hours if not posted, except by authorization from the Director of Recreation and Parks.

It is unlawful to deposit or cause to be deposited in any parking meter any defaced or bent coin, or any slug, device or substitute for a coin of the United States.

It is unlawful for any person, other than an authorized employee of the City, to open any parking meter, to deface, damage, tamper with or willfully destroy, break or impair any parking meter, or connect, tie, or chain any animals or vehicles thereto.
