A person or persons desiring to file an application for a reversion to acreage shall submit the following data with the City Engineer:
(A) 
A completed application form;
(B) 
A preliminary subdivision report;
(C) 
Copies of the existing final map or parcel map and proposed reversion to acreage map as required by the City Engineer.

A processing fee in an amount established by resolution of the City Council shall be paid at the time of submitting the application.

Within seven calendar days of receiving a complete reversion to acreage application, the City Engineer shall distribute copies of this application to such departments and agencies as is deemed advisable. Each of these entities shall, within 14 calendar days after receiving said application, send written comments to the City Engineer indicating its findings and recommendations.

The Development Advisory Committee shall review the comments and recommendations of the departments and agencies notified and shall prepare and submit a written report to the Planning Commission within 120 calendar days from the day the application is deemed complete.

The Planning Commission shall hold a public hearing to receive public comment on the reversion to acreage and to review the recommendations of the Development Advisory Committee. The public hearing shall be noticed at least 10 calendar days prior to the meeting as established in Government Code Section 66451.3. The written recommendation and a copy of the Development Advisory Committee report must be delivered to the applicant at least three calendar days prior to the date of the hearing. The Planning Commission may recommend approval or conditional approval of any reversion to acreage which complies with this title and the Subdivision Map Act.

Maps filed for the purpose of reverting to acreage land previously subdivided into numbered or lettered parcels shall be conspicuously so designated with the title, "Reversion to Acreage." Such maps must comply with all provisions of this title.

Except when street dedication is required, as provided in Section 19-16.010, no tentative map or tentative parcel map need be filed prior to the filing of a reversion to acreage map. If sufficient recorded data exists from which an accurate map can be compiled, no survey shall be required.

The reversion to acreage map shall be prepared by a civil engineer who is authorized to practice land surveying or by a land surveyor. The City Engineer shall examine and certify the correctness of the map.

Subsequent to approval by the City Council, the filing for record of a reversion to acreage map, final map or parcel map shall constitute abandonment of all dedications to the public not shown on the map. Any map submitted shall be accompanied by evidence of title and nonuse, or lack of necessity, of streets or easements previously dedicated to the public which are to be vacated or abandoned.
