A chemical toilet or water closet shall be available on each construction site and shall remain in place until construction is completed. One such toilet or closet shall be provided for each compliment of twenty workers or fraction thereof. Such toilets or closets shall be placed no less than twenty-five feet inside any property line of the building site. Any chemical toilet shall be cleaned a minimum of one time per week. Where construction is being performed at multiple locations on a project site, such toilets shall be not more than five hundred feet apart.

(a) 
No person other than one night watchman for the whole of each work or improvement shall camp, lodge, or sleep, erect or maintain any tent, or make any bed, or lay any blanket or quilt for the purpose of sleeping thereon either at, in or adjacent to any building, structure or work of improvement which is under or in the course of construction and not completed, whether in an automobile, trailer or otherwise.
(b) 
The erection or placement of any construction office, tool shed, night watchman's shelter, trailer, camping vehicle, or other temporary facility on a construction site shall be subject to approval of the building and safety director concerning location and duration. All such temporary facilities shall be removed prior to the final inspection unless special need for limited retention is shown and a performance bond to assure timely removal is provided per approval of the building and safety director.
(c) 
No person shall make use of a construction site as a gathering place, or party place, or otherwise loiter on the site after the hours of construction as provided for in Section 8.04.220 of this code.

(a) 
No person shall be engaged or employed nor shall any person cause any other person to be engaged or employed in any work of construction, erection, alteration, repair, addition to, or improvement of any realty, building or structure, except during the hours specified as follows, if the noise or other sound produced by such work is of such intensity or quality that it disturbs the peace and quiet of any other person of normal sensitivity. For new construction, the permitted hours of construction specified below shall be conspicuously posted on site.

(b) 
Any person doing or causing work prohibited by subsection (a) of this section, after being informed orally or in writing that such work has caused noise or sounds which disturb any other person's peace and quiet, shall immediately cease such work and shall thereafter perform such work only within the times permitted in subsection (a) of this section.
EXCEPTIONS:
(1) 
Emergency repair of existing installations, equipment, or appliances;
(2) 
Construction work complying with the terms of a written early work permit which may be issued by the building official upon a showing of sufficient need due to circumstances of an unusual or compelling nature;
(3) 
Work being conducted in the public right-of-way under the authority of the engineering department shall be allowed on a daily basis between seven a.m. and three-thirty p.m. except weekends and holidays unless otherwise approved by the city engineer;
(4) 
Public service related maintenance work including, but not limited to, street and sidewalk maintenance and cleaning, public golf course maintenance and public park maintenance;
(5) 
Activities conducted as part of the implementation of an approved fugitive dust control program.

The fire chief shall have the authority to require security protection of construction sites where an especially hazardous condition exists in wood frame construction because of the size of the structure and/or the severe exposure to adjacent existing occupancies.
Construction sites required to provide security protection shall provide noncombustible fencing at least six feet in height around the entire perimeter of the construction project. Access gates equipped with chains and padlocks shall be provided for emergency use, as designated by the fire department. The fencing shall not obstruct access to fire hydrants or other fire protection appliances required during the construction process. On-site security watchmen may be required by the chief, during the open wood and wrapped stages of construction. The watchmen shall be on duty during all times when construction workmen are not on the premises.
