The board finds that on the basis of employment conditions,
the state of the county jail facilities, educational conditions, and
other pertinent circumstances, that the implementation of Section
1208 of the Penal Code providing for a work furlough and an educational
plan for Merced County jail prisoners, is feasible in the county.

the work furlough administrator.
